My concern is that many metro Detroiters are at risk of being poisoned if a terrorist decides to dump a bunch of biological agents in that drinking water system.

Yes, we think this plan is going to get passed. A lot of it is going to be because of the hard work that the president and vice president are putting in articulating the need for this plan to members of Congress.
