So let me ask you, has there been any sort of, for example, regression and analysis to see if there is a secular trend that is just continuing downward usage as we increase taxes versus this kind of significant commitment of Federal resources which, frankly, I like, but I am wondering could we redirect those resources if taxes are doing it all for us?
