I thank the gentleman. One thing I am struck by--and I'd like to bring Mrs. Lummis in-- oftentimes it is, when folks say, Wait a second, it's Medicaid and the government will pay for it, or the State should enroll because the Federal Government is going to pay so much more, and there's a sense that it is the government that is paying for it but not the taxpayer. Now, what we know is the government is nothing but an aggregator of our pocketbooks, and it will take that money and bequeath it. I asked Mrs. Lummis to come tonight because she is a former State treasurer in Wyoming and will discuss the impact this program is having upon State budgets and, therefore, other State services.
