If there are a billion dollars that come in, in revenue, a certain portion ideally would be used to maintain the program, does some of it flow back to one of those million?

Breaking up vaccines will mean children have to get more shots to get the same protection, not fewer shots. It will increase hesitancy and make children less safe.
