I think it's more the ``reins'' you use in Texas to pull back on that bull or that horse that's getting away. It's appropriate to Kentucky, too, with our equine culture as well. The operationalized term would be ``unfunded mandates,'' but I think what we really have to come down to is looking at this as costs that are being levied that affect every area of our lives.
