I rise in support of the Two Strikes and You're Out Child Protection Act. I think too often Americans have heard the cases of heinous crimes committed against children by criminals who turn out to be repeat offenders. Despite the best efforts of local and State law enforcement officers, convicted pedophiles still threaten the well-being of our children. I believe we must do everything we can to keep sex offenders off the street and away from our youth. This bill takes a step in the right direction. Many States have already passed laws known as Megan's laws to notify communities when a sex offender moves into the neighborhood. Today, we have an opportunity to see that some of these offenders never have the opportunity to move into our neighborhoods in the first place. Today, by passing the Two Strikes and You're Out Child Protection Act, we can ensure that these lowest of all criminals are moved out of residential blocks in our communities and moved into the cells of Federal prisons. I support this bill wholeheartedly. I urge my colleagues to do so.
