I would support, though, the motion that this is out of order and trust that it will be ruled as such. The Acting CHAIR. Does any other Member wish to be heard on the gentleman's point of order? If not, the Chair will rule: To be considered en bloc pursuant to clause 2(f) of rule XXI, an amendment must propose only to transfer appropriations among objects in the bill. Because the amendment offered by the gentleman from New Mexico proposes also another kind of change in the bill, namely, a new limitation on funds in the bill, it may not avail itself of clause 2(f) to address portions of the bill not yet read. The point of order is sustained.
