I agree with the gentlewoman: ESSA was a landmark bipartisan achievement. Unfortunately, the Obama administration's partisan implementation of it is what brings us here today. Instead of choosing to take every opportunity to work with us, the Obama administration is choosing to do through the regulatory process what it couldn't achieve legislatively. Mr. Speaker, I yield 3 minutes to the gentleman from Pennsylvania (Mr. Costello), who is doing a great job for his State.
