I would only comment that the comments made to the rule in this regard--the ones I have seen--were almost all bad. They were negative against this rule, except for maybe a few groups. I would like to yield 4 minutes to the gentlewoman from North Carolina (Ms. Foxx) who is chairwoman of the full committee.
