This editorial entitled ``Speeding an AIDS Vaccine'' lays out the case for improved global coordination in this area. Achievement of an AIDS vaccine would save millions of lives and billions of dollars in treatment costs in the coming decades. I am pleased that the Bush administration, through the NIH, already has taken the initiative to establish one Vaccine Research Center and has unveiled support for a second one. These centers are a critical element in improving global cooperation on the development of an AIDS vaccine. Mr. President, I have cited just a small sample of critical issues on which work in both the executive and legislative branches is proceeding with good results. From my own conversations with Dr. Rice, I am confident that she understands that the President's foreign policy can be enhanced in the second term by a closer working relationship with Congress. In moving to head the State Department, she understands that much of this communication will depend on her. Last week's hearings were an excellent start. Her attitude throughout these arduous hearings was always accommodating and always respectful of the Senate's constitutional role in the nomination process. From the start she made clear her desire to have a wide-ranging discussion of U.S. foreign policy and to take all the questions that members wanted to ask. If confirmed, it will be her duty to use the foundation of these hearings to build a consistent bridge of communication to the Congress.
