I appreciate the excellent statement by the distinguished chairman of our committee. I join him in attempting to work constructively for completion of a good piece of legislation. There is broad agreement among Members of the Senate Committee on Agriculture, Nutrition, and Forestry, on the titles, aside from the commodity title. We have had amendments that have pertained to the other title and some may still be heard from Members who were not a part of our committee deliberations. Clearly, the bill before the Senate does excellent things in the area of conservation, possibly a credit for young farmers, rural development, nutrition, agricultural development, to try to get jobs in rural America for people not engaged in farming. This is why I regret that the commodity section, as it now stands, seems to me to be a considerable step backward. I am not going to engage in extravagant language about the situation. Honest Senators can differ as to the implications of this.
