In due course we will be debating a very important bill for American agriculture. As the distinguished chairman of our committee, Senator Harkin, has pointed out, the needs of farmers throughout our country are evident to most Senators. In fact, all Senators, I suspect, share an empathy for attempting to do what we can to help. I want to take these moments, before we get into the substance of the debate, to describe the problem as I see it; the reason the Ag Committee and the Senate and our compatriots in the House of Representatives have taken this up. To begin with, however, I simply want to make a comment with regard to the colloquy I heard in the Chamber a short time ago suggesting delay with regard to the agriculture situation. The comments of our distinguished colleagues really related to more than agriculture, and other bills certainly have a different track, but in the case of this supplemental bill to help American farmers, the House of Representatives passed legislation on June 26. It was not until July 25 that legislation came before our Agriculture Committee. There was almost a month intervening. I do not charge delay.
