I spoke just previously on the past amendment, and I will not repeat myself but will, simply, make two observations. Some of the changes that have occurred over the last 15 years include the U.S. withdrawing its large number of troops and presence in Iraq; although, additional troops are now moving to Iraq. Central Command is working with partner nations to conduct targeted air strikes against ISIL. Then, obviously, we are engaged in other activities around the globe. Circumstances have changed, and we ought to meet our constitutional responsibility. I think the amendment that the gentlewoman has drafted is elegant in the sense that she has picked the same date--that is, April 30--that we have structured the OCO funding in this bill ourselves. If we have enough time between now and April 30, 2017, for a new administration and a new Congress to find moneys to fight the war, we have enough time to have the authority to do the same.
