My understanding as well during subcommittee consideration is that the new START proposed--and this is a new START proposed for 2014--provide very little explanation or rationale, and that's from the Department of Defense. The committee recommendation was for a reduction because of the poor justification by the Department itself. I think I am correct in my understanding.
