“Mr. Chairman, I rise today first to commend the gentleman from Alabama (Mr. Callahan), the Chairman of the Subcommittee on Energy and Water Development, and the gentleman from Indiana (Mr. Visclosky), the ranking member, for their consistent leadership in addressing the Nation's water infrastructure needs. Mr. Chairman, I support this bill, and I appreciate their support of the request that I submitted. I am pleased that $5.5 million of this year's appropriation bill will go towards the West Basin Municipal Water District located in my district, and these funds will assist in the development of The Harbor/South Bay Water Recycling Project in Los Angeles County. The Harbor/South Bay Water Recycling Project will yield clear and measurable long-term returns from this short-term investment. This project will result in both economic and environmental benefits to my district and to the region in California. The promise of a reliable water supply even from times of drought helps to build an economic climate that will correctly enhance our ability to attract businesses, create new opportunities, and retain jobs in my district. The project will annually develop up to 48,000 acre-feet of recycled water for municipal, industrial, and environmental purposes in the Los Angeles area.”
