I join with the chairman in expressing my opposition. Again, I appreciate the gentleman's concern, but we have had a series of amendments like this brought to the debate limiting transfers, limiting consideration of any movement or decisions or changes at the Department of Defense. At some point, we are going to have to allow the Department of Defense to run itself as well and not to second-guess that maybe sometime they actually will make improvements because of a decision they make, and for that reason, I do support my chairman in his opposition.
