last year, Congress and President Clinton passed the largest deficit reduction bill in history. The bill reduces the deficit by $496 billion with over $250 billion in spending cuts. This historic, cost-cutting measure was passed without a single Republican vote. This year, President Clinton's budget builds on last year's success. His budget request calls for the elimination of 115 Government programs and cuts more than 300 others. Just as last year, these cuts are real and they will work. It is clear that President Clinton is committed to cutting programs and putting Government back on the side of the people. Mr. Speaker, this budgetary course, coupled with the cost controls contained in President Clinton's health care plan, will put our Nation's fiscal house in order. These are the choices we must make to guarantee the best and brightest future for ourselves and our children.
