I would just say that, if we are talking about the protection of taxpayers dollars, we should be talking about the protection of a human life and to make sure that that life, no matter whose life it is, is protected from the arbitrary use of power. I again strongly oppose the gentleman's amendment that I think is just contrary to the foundational principles of the United States of America. We don't torture people. We protect people's lives in the United States, and now, to withdraw any protection for them is absolutely wrong. I yield back the balance of my time. The Acting CHAIR.
