I thank the chairman for yielding. I also would use the word ``reluctantly'' because I understand the need that the gentleman has in his region in this country. I appreciate his efforts in this regard. But, again, I do support the Chair's policies as far as no new starts, given the fact that over the last several years we have terminated hundreds of ongoing projects. This is going to be a significant cost. Until we can have the intestinal fortitude with the administration to provide the necessary funds for ongoing funds alone, it is difficult to begin a new endeavor. The gentleman indicated his efforts to increase a request made by the President, despite his best efforts to add money to the bill. We are now $677 million below what we are spending on water projects in this country in fiscal year 2010. So, again, with all reluctance I am constrained to join with my chairman in opposition.
