I appreciate the chairman's remarks. As I mentioned before, I would not argue that we should not be reconsidering the underlying authorization. But to the extent it exists today, I do believe it does authorize this agreement. I continue to be opposed to the gentleman's amendment, and reserve the balance of my time.
