I yield myself the balance of my time. As the U.S. draws down forces--and I appreciate the chairman's remarks--for the post-2014 security environment, we should prepare to leave Afghanistan on positive terms. We should help repair a nation torn by years of war with the means to develop itself and to move beyond the past conflict. And so I am opposed to the means to finance the gentleman's amendment, and I yield back the balance of my time.
