I appreciate the gentleman yielding, and I simply would reiterate that in my opening statements, I indicated that I do believe the language in the bill and the limitations are a mistake. Guantanamo Bay ought to be closed. It is not constructive. I do not believe at this point in time it is constitutional, and so I do support the gentleman's amendment.
