Unfortunately, I remain deeply skeptical that this agreement will enable the United States to depart Afghanistan in a responsible fashion.

And my humble request here today is that we take that next step, continue to support it more robustly.

I do have requests for time, but no one is here, so I reserve the balance of my time at this moment.

It does not contain verifiable metrics to ensure the Taliban is holding up their end of the bargain.
