“I appreciate the gentleman's yielding and I rise in support of his amendment. As he has, I think, very ably mentioned, the Department of Defense is the largest purchaser on the planet of fuel. We do need to increase the menu of our energy sources. The Department has clearly stated that section 526 has not hindered it from purchasing the fuel it needs today worldwide to support military operations, but we ought to think about tomorrow's soldiers, sailors, airmen, and marines who will need a greater range of energy sources. We ought to keep those options open. Mr. Chairman, I appreciate the gentleman's offering the amendment, and I do support it.”
