I appreciate the gentleman's concern and the fact that he is focused on working capital that is essentially funded through customer reimbursement, but as I mentioned in an earlier debate, I am opposed to the gentleman's amendment. I voted against the Budget Control Act. I think sequestration is an abhorrent way to run the government. I was disappointed last year when we made every Federal agency in this Nation, including the Department of Defense, wait 7 months until we told them how much money we were going to give them. I don't know what it is like to be a Federal law enforcement official working undercover, putting your life at risk, getting reimbursed, but not being carved out for furlough. We have people at NIH, the National Institutes of Health, doing groundbreaking research as far as people's health and safety; and perhaps they not themselves are risking their lives, but tomorrow, if they were at work, could make a discovery that could improve or prolong someone's life.…
