I would associate myself with the chairman's remarks at this point in time. I do appreciate the gentleman's passion, his search for justice in this world, but I also do believe that the amendment is overly broad. The chairman of the committee certainly recognizes the difficulties we face in Pakistan. Hence, the inclusion of section 9017, which prohibits funds being spent unless there are certain certifications made. For that reason, I would be opposed and join with my chairman against the amendment. I thank the gentleman for yielding.
