“Mr. Speaker, I rise in support of the rule and commend the Rules Committee for this excellent rule, which has been crafted under the most difficult of circumstances. I would also like to take this opportunity to thank President Clinton for restoring the Byrne Memorial Fund Formula grants, which fund some State and local law enforcement programs. In northwest Indiana, the Byrne Memorial Formula grants fund the activities of the Lake County Drug Task Force, which on the afternoon of Tuesday, August 17, 1993, raided a home in Dyer, IN, and seized 176 pounds of cocaine with an estimated street value of $15 million. On February 20, the Drug Task Force working in conjunction with other local and Federal law enforcement agencies seized 3,100 pounds of marijuana in Michigan. The Clinton administration's action will make it possible for successful programs like the Lake County Drug Task Force to continue to compete for Federal dollars to get drugs off of our streets and put criminals behind bars.”
