to follow up on the point of the gentleman from West Virginia (Mr. Mollohan), the word ``cut'' has been used here a lot. I used it myself. Mr. Chairman, we are over the President's request; but my understanding is that the dollars appropriated, and the way it will be budgeted will provide for about 12 to $12.5 billion worth of subsidies.
