as the author of legislation passed by Congress earlier this year and signed by President Bush known as the Truth in Domain Names Act, one can imagine my sense of satisfaction when yesterday I received a call from a United States Attorney in Manhattan to learn that the first prosecution under the Truth in Domain Names Act had taken place. Yesterday, Federal prosecutors in Manhattan charged a Florida man with violating this new law that essentially makes it illegal to use a misleading Internet domain name to entice children to view pornography on the Internet. The defendant, John Zuccarini, had actually registered 3,000 domain names that included misspellings and slight variations of popular names like 'Disneyland' and 'Bob the Builder' and then would lease them to pornographers to expose children to this prurient material. Thanks to the leadership shown here in Congress, by the President and by the U.S. Attorney James Comey, Mr. Zuccarini is now being brought into the halls of justice. And I am deeply humbled by this and felt the need today to rise and thank my colleagues for their support of the Truth in Domain Names Act and most especially the gentleman from Wisconsin (Mr. Sensenbrenner), chairman of the Committee on the Judiciary, and his capable staff, Phil Kiko and Beth Sokul, without whose effort the Truth in Domain Names law would not be in a position today to terrorize those who would prey upon our children on the information super highway.
