I thank the gentleman for yielding. Mr. Chairman, rights do not come from the government. We are, in the words of the Declaration of Independence, ``endowed by our Creator with certain unalienable rights.'' Mr. Chairman, the right to self-defense goes deep and cannot be taken away. The right to self-defense is the cornerstone for the Second Amendment. It is also the foundation for concealed-carry laws across this country. I am proud that my home State of Indiana has established a responsible process for obtaining a lifetime permit. Today, 49 States have some sort of right-to-carry law. Mr. Chairman, this bill ensures that permit holders in Indiana like myself can exercise our right to self-defense when our families travel across our great country. If you follow the law, your permit from one State will be honored by another.
