Does our unanimous consent agreement give the majority subcommittee chairman the ability to speak for 5 minutes whenever he wants, plus the ranking member of the full Appropriations Committee, plus the subcommittee on any motion in front of the House, plus the 5 minutes to oppose an amendment? {time} 2130 The CHAIRMAN. When an amendment is pending, the order of the House of today allows the subcommittee chairman and ranking minority member and the committee chairman and ranking minority member the right to strike the last word.
