I believe the answer to my first question is ``no'', we cannot offer any Defense amendments. I too praise the efforts of the gentleman from Illinois for special education. At the local level, it will probably take between $1 and $2 billion to meet what we passed in our bill on IDEA. We are doing what we can on these different efforts. As far as the OSHA questions in themselves, I put forth the actual data on the rate of accidents which have been declining, regardless of what funding levels we have in Washington. As we reorient those levels and work with Mr. Dear in our oversight, appropriations, and authorizing committees, I think we can make it more effective and more preventive, but it is not proven that it needs more money.
