“tonight's Special Order is going to be on Colombia in particular and the Andean Initiative on Narcotics. I appreciate the gentlewoman's assistance over the years and having gone on a Codel with us down in the Caribbean last summer when we worked on the narcotics issue, and while we may have nuances of differences on the African question, Members are aware we cannot have superficial involvement in any area of the world anymore; and Africa is, indeed, a key area. The gentleman from Virginia (Mr. Tom Davis), chairman of the Committee on Government Reform, and myself as chairman of the Subcommittee on Drug Policy and the co-chair the Speaker's Drug Task Force and the gentleman from Arkansas (Mr. Boozman) just returned yesterday from Colombia, and I would at this time yield to the gentleman from Arkansas (Mr. Boozman).”
