as we go through this process we understand we are going to spend more money. Now, the question is, Will it be in new programs or old programs, and what will the priorities be within this? That is what we are attempting to do here. It is not a filibuster, but a genuine debate about the priorities. This amendment moves it to compliance as opposed to enforcement.
