“This is a very comprehensive bill. It includes many programs that Members are familiar with in their districts but they may not have realized was under the Office of National Drug Control Policy. One is the Counterdrug Technology Assessment Center. That is the primary resource of the United States Government that transfers technology to your local law enforcement. It has also been a great model. This bill requires it to be coordinated more closely with homeland security. Quite frankly, I think one of the challenges in the homeland security is to make sure that they do what we have done in narcotics enforcement. And that is, if a local small town wants certain equipment because they think it is a fancy gadget, there is a review process that says that is not really what you need; this is more likely to effect and impact the type of narcotics enforcement you need in your community. But it is the primary transfer program for technology and a great model, and it reauthorizes that.”
