I would just add, sometimes I think this comes from both sides. In other words, there are times when laws passed by Congress are intentionally vague so that the bureaucracy steps in and leaders are able to say, Hey, blame it on those regulators. I think we have a responsibility to make sure that we're making laws specific enough and simple enough to be understood by the American people.
