My personal preference would be to see a law enacted making it unambiguously clear that this man is in charge because somebody has to knock heads, to be blunt about it, within the intelligence community to get them to coordinate and integrate their activities.

The approach that you are mentioning--in other words, trying to make us spend more and more by way of defense--is part of their strategy.
It is frustrating to me beyond measure that 10 years after 9/11 this obvious priority has not been fully met.
