This is a no-brainer. The people at the site of a disaster... all have to be able to communicate with one another.

It is frustrating to me beyond measure that 10 years after 9/11 this obvious priority has not been fully met.

You need some counterpressure, some pushback to the security agencies which press for more and more power.
