Mr. Speaker, I rise just briefly this evening to talk about this issue and particularly the motion to recommit that is about to be made by the gentleman from Delaware. Mr. Speaker, I respect greatly the gentleman from Indiana and what he said earlier about his concerns over the trust fund and the question of setting aside moneys in this bill from the savings for the purposes of the crime effort. I know how he felt about this before. So my remarks are not directed towards him. But for those who voted, as many of us did, with the gentleman from Delaware a few days ago on the motion to instruct conferees on this issue, I would remind my colleagues on both sides of the aisle that it was done with forethought, it was done with an intent to make sure that we have the moneys that we need to have, these over $20 billion, and the American public, I think, expects of us to provide to fight this war against violent crime, to provide enough resources to the States to build the prisons necessary to house these very serious violent felons, to lock them up, to throw away the key and keep them there for a long period of time and do the other things that are necessary to put deterrence back into our criminal justice system and get control over what has become a ve…
