Where are these young people going to work? In Japan, Germany, Latin America, someplace, in GATT? Where are they going to work if we do not create the technology in this country? That comes first or you are not going to have jobs. They are not going to pay the taxes to do the things we want to do for the children. We want to do it, but you have to have the investments first.
