there is truly historic reform in this bill. The chairman of the committee, Mr. Roberts, has succeeded in forming a system that will let the American farmer make his planting decisions based on the market and not on some convoluted formula hatched in a USDA basement office. This bill also recognizes the danger of making this transition too drastically and thus is patterned to let the producer make the switch in a responsible manner. So as a reformer, I support the bill and oppose this amendment. This amendment is about the status quo--and the status quo has done nothing but handcuff the American farmer in terms of the world market and in terms of running a sound business. I urge a no vote on the amendment and a yes vote on the Agricultural Market Transition Act.
