On page 14, after line 21, insert the following: ``(j) A labor organization shall not communicate with an employee regarding joining or supporting the labor organization if the employee is not authorized to work in the United States.''. The SPEAKER pro tempore. Pursuant to clause 2(b) of rule XIX, the previous question is ordered on the motion to recommit. The question is on the motion to recommit. The question was taken; and the Speaker pro tempore announced that the noes appeared to have it.
