The text of the amendment is as follows: At the end of the bill (before the short title), insert the following: TITLE IX--ADDITIONAL PROVISION Sec. 901. Each amount appropriated or otherwise made available by this Act (including titles IV and VIII), except those amounts made available to the Department of Defense, that is not required to be appropriated or otherwise made available by a provision of law is hereby reduced by 14 percent.
