The text of the amendment is as follows: At the end of division A (before the short title), insert the following: Sec. __. Each amount made available in division A, except those amounts made available to the Department of Defense, is hereby reduced by 14 percent. The Acting CHAIR. Pursuant to House Resolution 445, the gentleman from Indiana (Mr. Banks) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Indiana.
