I rise today to honor the service of Senator Richard Lugar and to pay tribute to his legacy. I served alongside Senator Lugar as the junior Senator of Indiana during my two tours of service in the Senate. All of us who seek public service want to make a difference, and most certainly Senator Lugar has done that. At an early age Dick Lugar developed a passion for knowledge. A native of Indianapolis, he was valedictorian at Shortridge High School. It was then and is still a distinguished institution where knowledge is at the forefront of everything done in that school. One of our former Members, Ted Stevens, was also a graduate of Shortridge High School. Dick Lugar went on then to become valedictorian in college when he graduated from Denison University with a bachelor's degree in economics. He went on to attend Pembroke College at Oxford University as a Rhodes Scholar and obtained a second bachelor's degree and master's degree in politics, philosophy, and economics. Today he is one of the most decorated scholars in the Senate with 46 honorary degrees from 15 States and the District of Columbia. Following these most impressive academic achievements, Senator Lugar spent several years in the U.S. Navy ultimately serving as an intelligence briefer for ADM Arleigh Burke, Chief of Naval Operations.
