Madam President, in just a few minutes, we are going to take a vote on a motion to instruct the conferees on the National Defense Authorization Act that would then basically--if these instructions were agreed to, would actually repeal the Budget Control Act passed by the Senate. It would be a direct repudiation of what-- after many hours of debate, some amendments that were passed by the Senate and would, on an authorization bill, require budgetary and fiscal measures which are totally inappropriate. Basically, the problem that my friends on the other side of the aisle have is that they want equal reductions. They want restoration of funding for both nondefense and defense that is forced by the Budget Control Act.…
