Mr. President, I am not able to modify the request that has been made, as I understand it, by the Senator from Illinois, because he goes beyond what he listed as being needed to just address natural disasters and threats to homeland security. He listed a number of agencies that play into that role. My understanding--and he can clarify this if I am wrong--is that he wanted to expand my request that he consent to adding the limited portion of what he mentioned relating to the role of FEMA and our national security issues and homeland security issues that we are faced with, but he added to that the request for funding of the entire functions of government, and that I cannot consent to. Therefore, I object. The PRESIDING OFFICER. Objection is heard. Is there objection to the original request?
