I asked for the time in order to explain the situation to our colleagues over the whole issue of out-of-State trash. As my colleagues know, this has been an issue that I have been relentlessly pursuing now for 7 years or so, with great success in the U.S. Senate but lousy success in the House of Representatives, in terms of getting a bill to conference that we can then work out our differences on and put on the President's desk for signature. Five times in the last 6 years the U.S. Senate has voted for legislation I have presented regarding this question of out-of-State trash, and voted so in a fairly overwhelming, bipartisan fashion. The bills that we have presented have been the work of some very diligent and painstaking work with our colleagues and their staffs to attempt to find a resolution to a very difficult problem that exists in almost every one of our States. Many of our States, because of their population or their geographic location, environmental concerns or others, find themselves in a position where they are not able to adequately dispose of the volumes of trash that are generated on a day-to-day basis.
