I urge my colleagues to take a look at getting fairness in the distribution of funds. A majority of States are not treated fairly. The PRESIDING OFFICER. The question is on agreeing to amendment No. 1517.

I think it was made clear that it would not accomplish this goal. It would only accomplish a deferment relative to their having a free hand at developing nuclear capability.
