The senior assistant legislative clerk read as follows: The Senator from Indiana [Mr. Coats] proposes an amendment numbered 3814 to amendment No. 3801. The amendment is as follows: (Purpose: To limit the use of funds made available for the Advanced Technology Vehicles Manufacturing Loan Program) On page 30, line 9, strike the period at the end and insert the following: ``: Provided, That none of the funds made available under this heading shall be used to administer, review, or approve any loan or loan application that was not submitted as of the date of enactment of this Act: Provided further, that none of the funds available to the Secretary of Energy to provide any credit subsidy under subsection (d) of section 136 of the Energy Independence and Security Act of 2007 (42 U.S.C. 17013) as of the date of enactment of this Act shall be obligated for new loan commitments under that subsection on or after October 1, 2020.''.
